Japan: Act Partially Amending the Financial Instruments and Exchange Act and the Payment Services Act (2026), moving crypto-asset regulation into the FIEA

A 2026 Japanese law that moves the regulation of crypto-asset trading from the Payment Services Act to the Financial Instruments and Exchange Act. Crypto assets become a category of financial instrument distinct from securities, with disclosure rules, business conduct rules and insider-trading rules suited to them. Stablecoins and prepaid instruments stay under the Payment Services Act. The same act also covers sustainability disclosure and assurance, start-up fundraising and tougher penalties for unfair securities trading. It was submitted on 10 April 2026 and passed on 15 July 2026; most of it takes effect on a date set by cabinet order within one year of promulgation.
