NYDFS proposed 23 NYCRR Part 202: Authorized Payment Stablecoin IssuersUpdated 18 Oct 2026

A proposed New York rule that restates the state's payment stablecoin regime and aligns it with the GENIUS Act so New York can qualify as a substantially similar state regime. It draws its definitions from the OCC's and Treasury's March and April 2026 proposals, would take effect on the GENIUS Act's effective date, and gives issuers already approved by NYDFS 12 months to comply.
