VARA Virtual Asset Issuance Rulebook (Version 2.0, 19 May 2025)
VARA's rules for issuing virtual assets in Dubai. Category 1 issuance (fiat-referenced and asset-referenced virtual assets) needs a VARA licence and must follow annexed rules on reserves and redemption; Category 2 issuance needs no issuer licence but must be placed through a licensed distributor. Issuers must publish white papers and ongoing disclosures.
