Delivery versus payment (DvP)

Asset and cash legs settle together; atomic where on one ledger.

Why tokenise?

Draft analysis · not yet reviewed by the editor · updated 12 Oct 2026. The flows below are simplified for general understanding. Real implementations vary a great deal and are often far more complex.

When a bond or share is bought today, the security and the cash usually change hands one or two business days later, through a chain of brokers, custodians and a central securities depository. On a shared ledger both can move together in one step, within seconds or minutes, so neither side is left waiting or exposed. It is the most common use case in the register, but most live examples are still one-off bond issues rather than everyday trading.

Improves an existing process Delivery versus payment (DvP: the security moves only if the cash does) is already the rule in today's markets, enforced by central securities depositories (CSDs, the institutions that keep the official record of who owns which securities). Tokenisation does not invent DvP. It makes the two legs one transaction on one ledger (atomic settlement) and allows it to happen straight after the trade instead of a day or two later.

The problem today

  • Trading and settlement are separate steps handled by different firms. Brokers agree the trade, custodians hold and settle the securities, and CSDs keep the final record, with identity checks and reconciliation adding friction along the way.[1]
  • Between trade and settlement each side is exposed to the other failing, and to having to replace the trade at a worse price. In many markets that window lasts up to two business days.[1]
  • The EU still settles most trades on venues two business days after the trade (T+2). It moves to T+1 on 11 October 2027, a change that will reshape operations across depositories, clearing houses and intermediaries. Repo and securities lending stay outside the new rule.EU switch from T+2 to T+1 on 11 October 2027 (Regulation (EU) 2025/2075)[2]
  • Some trades still fail to settle on the intended day, even in markets that have already moved to T+1, and each fail has to be chased by hand.About 2.1% of NSCC net settlement and 3.3% of other DTC settlement failed on average in July 2024, after the US T+1 move, much as under T+2[3]
  • The money tied up as a safety margin while trades are pending is large, which is why shortening the cycle matters. The US clearing fund fell by about $3 billion (23%) on average after the move from T+2 to T+1[3]

Today vs tokenised (simplified)

End to end: 1 to 2 business days (T+1 in the US; T+2 in the EU until 11 October 2027) seconds to minutes once both legs are on the ledger · Many live tokenised bonds still choose a same-day or next-day settlement date, so the full speed gain is not always used.

Todayend to end: 1 to 2 business days (T+1 in the US; T+2 in the EU until 11 October 2027)
  1. Buyer and sellerAgree the trade through brokers or on an exchangeseconds
  2. Brokers and investment managersConfirm and affirm trade details with each other and their custodianssame day
  3. Clearing houseNets trades and calls margin to cover the risk until settlementtrade day to settlement day removed
  4. CustodiansSend settlement instructions to the central securities depository; the cash leg runs through the payment systemup to 1 to 2 days removed
  5. Central securities depositoryMatches instructions and swaps securities for cash in settlement batchessettlement day
  6. Operations teamsChase any failed trades and reconcile their own books with the custodian and depositorydays, for fails removed

  2. Shared ledgerChecks both legs are in place and swaps the security for the cash in one step, or not at allseconds to minutes

Atomic settlement (DvP and PvP)[1]

The security and the cash are swapped in a single transaction, so one leg cannot complete without the other. This is already used for tokenised repo and for bond issues settled against central bank money.

Over $1.6 trillion of repo settled with atomic DvP on Kinexys Digital Financing since 2020 Operator-reported[4]

Needs counterparties on the ledgerNeeds cash on the ledgerNeeds smart contracts

  • Canton of Zurich digital bond on SDX: The Canton of Zurich's first digital bond was settled delivery-versus-payment on SIX Digital Exchange against real Swiss franc wholesale central bank digital currency issued by the Swiss National Bank. Zürcher Kantonalbank described it as the first syndicated franc bond settled this way.[5]
  • KfW blockchain bonds (crypto securities under the eWpG): In KfW's August 2024 trial bond, delivery of the bond tokens and payment in central bank money were linked as a single bond-versus-payment transaction through the Bundesbank Trigger Solution, which KfW said reduces operational risk and raises efficiency. Three German banks bought the issue.[6]
  • Kinexys Digital Financing (intraday and term repo): Tokenised government bonds held at J.P. Morgan triparty and cash in blockchain deposit accounts move together on one ledger, giving near-simultaneous delivery versus payment for intraday and term repo. The application had processed more than $1.6 trillion since its 2020 launch, and Santander used it for its first euro intraday repos in early 2025.[4]
Less counterparty and settlement risk[1]

With no gap between the two legs, and settlement soon after the trade, there is far less time and room for one side to default or fail to deliver. Settling in central bank money avoids adding new credit risk.

Faster settlement[1]

A trade can settle minutes after it is agreed rather than one or two days later, going well beyond the T+1 goal that markets are spending years preparing for.

  • KfW blockchain bonds (crypto securities under the eWpG): KfW's EUR 50 million three-month crypto security settled on 28 August 2024, one day after pricing, with the bond and the central bank money payment exchanged in one step through the Bundesbank's Trigger Solution. KfW's first blockchain bond, a month earlier, had no link between the ledger and the payment system.[6]

New evidence in the register since this was written; due for review.

Capital and liquidity efficiency[7]

If trades settle almost at once, less margin needs to sit with clearing houses to cover pending trades. The US move to T+1 alone cut the clearing fund by about a quarter.

Theory · low confidenceMeaningfulAs networks grow

NSCC clearing fund down about $3 billion (23%) after T+1 (a guide to the direction, not a tokenisation result) Operator-reported[3]

Needs counterparties on the ledgerNeeds cash on the ledgerNeeds regulatory change

Fewer reconciliations[1]

Both sides and the operator work from the same record of who owns what, so there is less need to check books against each other after the trade.

Fewer intermediaries[8]

When trading, settlement and safekeeping happen on one platform, some purely operational roles in the chain may shrink. Banks in the Eurosystem trials started rethinking what services they offer.

The full potential

If enough securities and enough cash sit on the same or linked ledgers, settlement could become near-instant for any trade, removing most fails and much of the margin held against pending trades. Central banks are now building links so that DvP on these ledgers can settle in central bank money. For now, the EU's own move to T+1 in 2027 is on conventional infrastructure, and tokenised DvP remains a parallel track.

  • Cash on the ledger: tokenised deposits, regulated stablecoins or, ideally, a link to central bank money
  • Enough buyers, sellers and securities on the same or connected ledgers to trade every day, not only at issue
  • Links between ledgers and to existing depositories, so assets are not stuck on one platform
  • Common legal rules for DLT securities and settlement finality across countries
  • Ways to manage the extra cash needed when trades are not netted

Who it suits

Bank, Broker-dealer or market maker, Specialist digital asset custodian, Market infrastructure (FMI), Central bank, Asset manager · effort: high · value depends on counterparties joining

  • Securities issued or held in tokenised form, directly or through a depository link
  • Access to a settlement asset on the same ledger, or a link to the payment system
  • Operational and legal set-up to use a DLT market infrastructure, such as the EU DLT Pilot Regime or Swiss DLT law

Limits and open questions

  • Atomic settlement worked in the Eurosystem trials but needed considerable expertise, and where money and securities sat on separate ledgers they could not always be kept in step, sometimes needing manual fallback steps.[8]
  • Legal rules for DLT securities differ across Europe and the framework is still at an early stage.[8]
  • Payments made in stablecoins are a claim on a private issuer and can trade away from par, unlike settlement in central bank money, so the choice of cash leg matters for safety.[1]
  • Separate ledgers each keep their own record, so linking them does not easily stop liquidity splitting across platforms.[1]
  • Settling every trade on its own and at once needs more cash up front than today's netted systems, which offset many trades before settling.[1]
